Open Question: Would a university you did not get your undergrad at pay for your grad and Ph.D?

The school I am planning on going to (UDel) offers the undergraduate degree that I want (biology), but does not have the graduate program I want (evolutionary biology). I heard that schools will pay you to continue an education with them, but rarely have I heard of schools paying if you came from somewhere else. I will already be in a decent amount of debt from Delaware, and would really like to get my graduate degrees at in Ivy because they have the best evolutionary biology programs. If I do well at UDel, but go to another school for my master's and Ph.D will they pay for it? Side Question: Is it also possible that Delaware will gain this program in four years?
