Open Question: Renting a car in Delaware?

This has really been frustrating me and I've looked everywhere and had no help. I'm trying to rent a car for my upcoming birthday to visit a friend who lives three hours away. I have no credit card or bank account. I know some places are willing to accept cash, as long as I meet other requirements including credit check, copy of utility bill, etc. I'm about to be 23 and live with my parents at the moment (long story, crazy ex lol) ... As stated before, I have no credit card or bank account, but I also have no bills in my name, and a terrible credit history (remember that crazy ex I mentioned? haha) My question .... is there any hope for me renting a car?...
